The Grey Council have called Delenn to meet with them, to determine her future role. Her effort to understand humans, have made her an outcast among the Minbari. As Babylon 5 is low on staff, Sheridan takes the opportunity to check out some hostile activities right outside the station's juridiction. He hopes to make it before a member of the joint chiefs are to arrive to the station in an unannounced, private matter.
