It appears the attacks are intended to create terror and chaos, a pattern reminiscent of the Shadows' tactics.

Byron and his followers are still isolated in down below. Babylon 5 security is unable to cut their way in - due to the telepathic powers of Byron's people. With no other options available to her, Captain Lochley reluctantly calls on Bester for his help. A few of Byron's telepaths are sill in the general population and when they learn that Bester has arrived they break into an armory, steal weapons and are determined to fight to the death rather than be captured by the Psi Corp.

They threaten to kill the hostages one by one unless Byron and his people in down below are allowed to leave Babylon 5.
Byron breaks out of Brown Sector and stops the telepaths from killing the hostages. He then negotiates an end to the situation with Sheridan and Lochley but Bester refuses to accept it.

G'Kar finds the entire matter distasteful and the many lost followers seeking his presence and wisdom to be an annoyance.
Garibaldi has started drinking again, the result of the mind block Bester implanted in him. Garibaldi does not like being manipulated and controlled. This feeling of helplessness has driven him back to old bad habits.

The Drazi and the Narn fleets have reached Centauri Prime to find it completely defenseless. In their anger and desire for revenge they have mounted a full scale attack on military and civilian targets. Sheridan arrives on a single Whitestar and is outraged. He orders them to stop or he will order the soon to arrive Whitestar fleet to fire on them.
But it may be too late. Soon the Centauri warships will return and they will not want explanations just retribution.

Lyta's funding of a movement of telepaths on Earth against the Psi Corp has been discovered and Lochley is ordered to arrest her and return her to earth. Lyta's power as a telepath has grown and now she cannot be arrested if she chooses not to. Since Sheridan was once touched by the Vorlons, he is immune to Lyta's powers and he has to step in to help with her arrest.

Dr. Franklin's contact in the old Mars resistance, Number 1 or Tessa Holloran, arrives on Bablyon 5 to inform Garibaldi and Lise Hampton-Edgars they are the targets of an assassination plot. Now that Mars has won its independence there are loose ends some of the big corporations need to clean up and Garibaldi and Lise are two of them. Sheridan is impressed with Tessa and selects her to replace Garibaldi as Head of Covert Intelligence for the Alliance.

As Sheridan, Delenn and Lennier board the ship to leave, Sheridan has the ship turn and face Babylon 5 to take one long look. On a close up of the Command and Control bridge we see the entire command staff who are now in charge of Babylon 5. As series wrap-ups go, this has got to be one of the best.

Back now on Babylon 5 for the closing ceremony, most of the original Babylon 5 principals leaves the station for the last time. The last person we see on Babylon 5 before its destruction is its creator J. Michael Straczynski switching off the lights. Now that's a way to finish a series. Makes you want to start the journey again from the very first episode.
